Apple considers a product "obsolete" if it has been 7 years since its last official sale - this means that Apple Store and authorized Apple service providers will no longer offer repair or other hardware services for the device.
The company has long maintained a list of its obsolete and vintage products (including iPhone 6 Plus and iPad Mini 4 respectively) - it is available at this link.
Apple released the iPhone 6 and iPhone 6 Plus in September 2014 - the smartphones received key updates such as larger screens and Apple Pay support. The company discontinued the production of the iPhone 6 Plus in September 2016, however the iPhone 6 remained available through resellers in some countries for a few more years, so it is not yet considered "obsolete".
As for the software support for iPhone 6 and iPhone 6 Plus, it was discontinued in 2019 with iOS 13.
Regarding the definition of "vintage" products, to which the iPad Mini 4 now belongs, these are devices that have been out of distribution for 5 years. Apple Store and authorized Apple service providers continue to offer repairs for such devices for an additional 2 years depending on parts availability.
Apple has also added iPhone 8 and iPhone 8 Plus in (PRODUCT)RED color to their list of "vintage" products.
